Business Development and Property Manager 
Job Description
The Business Development and Property Manager volunteer will be responsible for developing extensive property assets into a sustainable business. S/he will work with VMM’s partner organisation, the Rosmini Institute of Charity, a not-for-profit organisation, based in rural areas of Tanzania, where they strive to empower and assist in the development of communities. RIC is currently providing support to thousands of people through health centres, schools and community health programmes.
However, it is dependent on outside funding and its aim is to become financially sustainable through the use of its own resources for income generation. This is the exciting challenge which lies at the heart of the new Business Development and Property Manager role.
Reporting to RIC management team, the Business Development and Property Manager volunteer will:
• Provide a lead role in initiating and facilitating for optimum utilisation of RIC’s assets and resources to achieve self-reliance and long term financial sustainability for the organisation’s operations
• Oversee all RIC properties in East Africa in collaboration with local Rosmini centre managers
• Propose goals and objectives for each property
• Submit market studies, strategic and budgetary planning and regular reporting
• Some travel will be required

Position: Manager - Data Centre and Network Facility Operations
Role purpose:
• Provide operations and maintenance leadership through controlling, managing, auditing, supporting daily Data Centre operations and Network facilities activities that ensure achievement of highest possible KPI targets,
operational excellence as well as efficiency in network operations processes and cost.
• Responsible for acquisition, management and maintenance of Network facilities and physical/civil infrastructure including but not limited to Data centers and BTS sites
Key accountabilities and decision ownership
• Services Contract Governance: Control and operational management of the partners to deliver optimal end-to-end network availability and KPI target; including PM audits ATP’s, and quality of workmanship on all operational sites.
• Data Centre layout and Environment: Drive end-to-end process and governance to ensure there is structured Data Centre layout, cabling, and equipment positioning, implementation of heat and smoke detection and fire suppression to fully achieve efficiencies and compliance to Vodacom standards.
• Cooling and Power: Drive end-to-end operations of critical systems to the Data Centre such as HVAC, UPS and Generators to fully achieve Vodacom standards and other required regulations in the country.
• Capacity Management: Drive end-to-end processes and procedures to manage Network infrastructure capacities and capabilities.
• Property Management: Plan and execute maintenance of Network civil infrastructure and physical property,
including management of leases, contracts and statutory/ regulatory compliance. Management of site acquisition agents to ensure timely acquisition and preparations of lease agreements for site rollout.
• BCM/DRP: Ensure operational alignment and adherence to the company BCM/DRP policy and strategy. 
Must have technical/professional qualifications:
• University degree in Telecommunications/ Electrical/ Civil Engineering
• 3+ years’ experience in Telecommunications Operations management
• 3+ years’ in operation support, installations and commissioning
• Proven experience of working with multiple suppliers/vendors/ partners
• Advanced knowledge of mobile telecommunications network architecture/technologies
• Sound understanding of project management

Job Summary
REPOA is an independent policy research institution established in 1994 to undertake research, capacity building, and policy engagement on various aspects of economic growth and human development. It is one of the leading research organization in Tanzania, and among the top Think Tanks in Sub-Saharan Africa.
REPOA believes that evidence-informed policy dialogue and development is necessary for effective planning and designing of interventions for accelerating socioeconomic transformation for inclusive development.
The Researcher is expected to carry out strategic research projects and studies as part of a multidisciplinary team of researchers and in line with REPOA’s research programme and its mandate.

Summary of duties and responsibilities
a. Provide technical inputs and support to the team of researchers in various research programmes and projects;
b. Develop concept notes and research proposals for various research projects;
c. Develop appropriate research design/methodology for various research projects;
d. Prepare expressions of interest and research proposals in response to restricted or open invitations from third parties in areas relevant to REPOA’s mandate;
e. Participate in developing training programmes on research methodologies, policy analysis, and writing skills and mobilize resources for their implementation
f. Train research assistants, assistant researchers and manage fieldworks to ensure quality and effective data collection and processing for various research assignments;
g. Lead and participate in project teams for various research projects and studies as delegated by the heads of research departments;
h. Participate in selective and strategic policy forums and networking events, both within the country and outside the country (regional, and international);
i. Participate in various committees formed by the government of Tanzania and other development agencies at national,
regional and global levels as shall be deemed strategic to the institution’s mandate;
j. Provide input to REPOA strategic planning, annual planning, and monitoring of results;
k. Ensure monitoring tools and relevant indicators at project levels are in place and implemented for purposes of assessing the operational effectiveness, outcomes and impact of the research works.
l. Undertake publications of policy briefs, working papers, journals and books in the relevant areas of specialization and associated research projects;
A master degree in social sciences or other relevant field with a minimum of three years of experience in an academic or research organization, and at least two publications in a recognized and reputable forum.
A recent PhD will also be considered for this post. Recent graduates of a good Masters’ degree may also be considered but for a lower position of an Assistant Researcher.
